An elderly person and 20 dogs were rescued from inhumane conditions at a home in New York, police said. The dogs were living in feces- and urine-filled cages with insufficient ventilation, New York State Police said Thursday, Aug. 13. Additionally, the dogs did not have immediate access to food or water, authorities said.
